Trump Issued An Executive Order To Reopen States Governors Who Refuse Will Be Sued

Has Donald Trump made America great again? Looking back at his presidency

Trump did not sign an executive order requiring states to reopen, according to the Federal Register, which archives executive orders, and even if he did want to open states, its not likely hed have the power to do so.

“Trump has no authority to ease social distancing, or to open schools or private businesses,” Kathleen Bergin, a professor at Cornell Law School, told NPR. “These are matters for states to decide under their power to promote public health and welfare, a power guaranteed by the 10th Amendment to the Constitution. Despite what he claims, no president has absolute authority over domestic policy, and he certainly has no power to override the type of measures that have been taken across the country that have proved successful in flattening the curve.

The idea of taking legal action against governors COVID-19 lockdown plans, however, was raised by Attorney General William Barr in April, USA TODAY previously reported.

“Were looking carefully at a number of these rules that are being put into place,” Barr said in an interview with conservative talk show host Hugh Hewitt on April 21. “And if we think one goes too far, we initially try to jawbone the governors into rolling them back or adjusting them. And if theyre not and people bring lawsuits, we file statement of interest and side with the plaintiffs.”


At a later press briefing, Trump did not dismiss the idea.

Professors Hanes Walton Jr. and Robert Smith conducted a poll in 2002 for their book American Politics and the African American Quest for Universal Freedom, where 44 African-American political scientists and historians ranked presidents for their personal and institutional racism against their policies to counter racial subordination. The polls have been updated for subsequent editions of the book. The results were as follows. Note that “white supremacist” refers to personal belief the other categories refer to policy.

    Donald Trump will be remembered as the first president to be impeached twice. He fed the myth that the election was stolen, summoned his supporters to Washington to protest the certification of the Electoral College vote, told them that only through strength could they take back their country, and stood by as they stormed the US Capitol and interfered in the operation of constitutional government.

    When historians write about his presidency, they will do so through the lens of the riot.

    They will focus on Trump’s tortured relationship with the alt-right, his atrocious handling of the deadly Charlottesville protest in 2017, the rise in violent right-wing extremism during his tenure in office, and the viral spread of malevolent conspiracy theories that he encouraged.

    What else stands out to you?

    If Donald Trump had followed the example of his predecessors and conceded power graciously and peacefully, he would have been remembered as a disruptive but consequential populist leader.

    On July 22, 2016just days before the Democratic National ConventionWikiLeaks published emails hacked from the DNC, prompting DNC Chair Debbie Wasserman Schultz to resign.

    The FBI began investigating the hacks, and in September, Democrats Dianne Feinstein and Adam Schiff of the Senate and House Intelligence Committees issued a joint statement stating Russian intelligence agencies were behind the election interference. Their faith was echoed by the Department of Homeland Security and the Office of National Intelligence on Election Security.

    In January 2017, The Office of the Director of National Intelligence released a report concluding that Russia interfered with the 2016 election. The report found that the Russians did not directly tamper with polls, but instead disseminated pro-Trump messages across the Internet and hacked the DNC. Facebook later announced in 2017 that over 3,000 political ads on their site were linked to Russia. Trump fired former FBI Director James Comey and insisted that there was no collusion! between his team and the hackers.

    But Trump certainly got in some low blows against his rival.

    Upon McCains death in 2018, from a brain tumour, it was reported by witnesses that Trump was angered by his funeral being officially commemorated.

    However, Trump then denied hed ever called McCain a loser.

    Only problem was, footage from Trumps 2015 campaign run show him clearly slamming McCain as just that.

    He follows it up by denying McCain deserves the epithet of war hero.

    President Trump Bridges Gaps

    Another highlight of Trumps presidency is his ability to bridge gaps. This ability particularly presented itself with North Korean leader Kim Jong Un. Prior to the June Singapore summit, Trump and Kim Jong Un maintained a tense relationship, to say the least. Both parties frequently criticized one another. This subsequently prompted Trump critics to opine that he would drag America into World War III.

    Of course, people who held this opinion turned out to be wrong. The presidents meeting with Kim Jong Un resulted in the signing of an agreement in which Kim Jong Un affirmed his decision to denuclearize the Korean Peninsula. In exchange, Trump also agreed to halt joint military unions with South Korea.

    Remaking The Federal Judiciary

    Appointed a historic number of Federal judges who will interpret the Constitution as written.

    • Nominated and confirmed over 230 Federal judges.
    • Confirmed 54 judges to the United States Courts of Appeals, making up nearly a third of the entire appellate bench.
    • Filled all Court of Appeals vacancies for the first time in four decades.
    • Flipped the Second, Third, and Eleventh Circuits from Democrat-appointed majorities to Republican-appointed majorities. And dramatically reshaped the long-liberal Ninth Circuit.

    What’s Trump’s key legacy?

    The last gasps of his administration are the most consequential, as he exerts a control over his most devoted followers and he’s talking about running again.


    He forced people to consider what the presidency has become in a way that wasn’t true I think either during the Bush or Obama administrations. Issues like the 25th Amendment and impeachment hasn’t been thought of since Bill Clinton, really.

    It’s possible that people now when they think of the presidency are perhaps going to adopt a different stance going forward, knowing that someone like Trump could come along.

    It’s possible that Congress will delegate less to the president and take away some authority.

    What else stands out to you?

    The president has demonstrated that there’s a constituency who’s opposed to a lot of these trade deals and that there are people willing to vote for those who will either extricate us from these trade deals or “make them fairer”.


    The president has also suggested that China has been taking advantage of the United States in ways that are deleterious to our economic and national security – and I think there’s a consensus behind this view. No one wants to be accused of being soft on China, whereas no one cares if you’re “soft” on Canada, right?

    Failure: America’s Global Image Is In Shambles

    America’s global image declined significantly under Trump, who repeatedly insulted key US allies while cozying up to dictators.

    The former president’s tendency to push important allies away and isolate the US, including by pulling out of landmark international agreements like the Paris climate accord, had a palpable impact.

    People across the world expressed negative views on Trump. Pew Research Center in January 2020 released a survey of 32 countries that showed a median of 64% said they do not have confidence in Trump to do the right thing in world affairs, and just 29% expressed confidence in the president.

    Trump’s handling of the coronavirus pandemic also left the US embarrassed on the world stage, and created a void in global leadership that China has rushed to fill.

    Tried To Take Credit For The Covid Vaccine

    Just days after he lost the election, news of a successful coronavirus vaccine was announced. The Trump administration was quick to claim a victory over the pandemic and falsely attributed Operation Warp Speed with being instrumental with the vaccination. In a similar move, on 11th November Trump did a tone-deaf tweet about how well the stock market was doing and that the ‘vaccine coming soon.’ In comparison to the more reserved statement from the incoming Biden administration, Trump’s tweet looked insincere at best.

    Donald Trump may be remembered as the most honest president in modern American history.

    Dont get me wrong, Trump lies all the time. He said he enacted the biggest tax cuts and reforms in American history and our economy is the strongest its ever been in the history of our country . In part, its a New York thing everything is the biggest and the best.

    But when it comes to the real barometer of presidential truthfulness keeping his promises Trump is a paragon of honesty. For better or worse, since taking office, Trump has done exactly what he promised he would.

    Trump kept his promise to move the US Embassy in Israel from Tel Aviv to Jerusalem, something his three immediate predecessors also promised yet failed to do. He promised to crush and destroy ISIS, and two years later, he is on the verge of eliminating the Islamic States physical caliphate.

    He promised to impose a travel ban on countries he saw as posing a terrorist threat, and after several false starts, the final version of his ban was upheld by the Supreme Court. He promised to punish Syria if it used chemical weapons on its people, and, unlike his immediate predecessor, he followed through not once but twice.

    Trump promised to cancel President Barack Obamas Clean Power Plan, withdraw from the Paris climate accord, approve the Keystone XL and Dakota Access pipelines and open the Arctic National Wildlife Refuge to oil exploration. He fulfilled all of those pledges.

    He Signed A Bill This Year Allowing Some Drug Imports From Canada So That Prescription Prices Would Go Down

    President Trump has signed a series of executive orders aimed at making it easier for states to import cheaper drugs from Canada. But it is far from clear whether these executive orders will succeed in that aim. This proposal bears no resemblance to Mr. Trumps 2016 promise to use the buying power of the federal government to negotiate lower prices for drugs for Medicare patients, which would save hundreds of billions of dollars over a decade. Mr. Trump has not kept that promise. If he were serious about doing so, he would push Republicans in the Senate to pass the Elijah E. Cummings Lower Drug Costs Now Act, which Democrats passed last year. Theres no evidence that he has done so.

    In the sixth Siena College Research Institute’s presidential rankings, conducted after Trump had been in office for one year, Trump was ranked as the third-worst president.C-SPAN‘s 2021 President Historians Survey ranked Trump as the fourth-worst president overall and the worst in the leadership characteristics of Moral Authority and Administrative Skills. Trump’s best rated leadership characteristic was Public Persuasion, where he ranked 32nd out of the 44 individuals who were previously president.

    At the time of the 2016 election, polls by Gallup found Trump had a favorable rating around 35% and an unfavorable rating around 60%, while Democratic nominee Hillary Clinton held a favorable rating of 40% and an unfavorable rating of 57%. 2016 was the first election cycle in modern presidential polling in which both major-party candidates were viewed so unfavorably. By January 20, 2017, Inauguration Day, Trump’s approval rating average was 42%, the lowest rating average for an incoming president in the history of modern polling during his term it was an “incredibly stable ” 36% to 40%. Trump was the only president to never reach a 50% approval rating in the Gallup poll dating to 1938.

    In a Trump-led crusade against the health and rights of women and girls globally, the US ended all funding for the United Nations Population Fund in 2017.

    The administration imposed far fewer financial penalties against banks and major companies accused of wrong-doing relative to the Obama administration.

    In the first six weeks of his tenure, Trump suspended or in a few cases, revoked more than 90 regulations. In early 2017, Trump signed an executive order directing federal agencies to slash two existing regulations for every new one . A September 2017 Bloomberg BNA review found that due to unclear wording in the order and the large proportion of regulations it exempts, the order had had little effect since it was signed. The Trump OMB released an analysis in February 2018 indicating the economic benefits of regulations significantly outweigh the economic costs. The administration ordered one-third of government advisory committees for federal agencies eliminated, except for committees that evaluate consumer product safety or committees that approve research grants.

    Trump ordered a four-month government-wide hiring freeze of the civilian work force at the start of his term. He said he did not intend to fill many of the governmental positions that were still vacant, as he considered them unnecessary there were nearly 2,000 vacant government positions.

    The administration ended the requirement that nonprofits, including political advocacy groups who collect so-called dark money, disclose the names of large donors to the IRS the Senate voted to overturn the administration’s rule change.
