What Happens After Sept 14

Counties can begin releasing results on election night at 8 p.m.;

Like other elections in California, the race may not be decided on election night if there are still a large number of outstanding mail-in ballots.;

Counties must finish counting ballots and certify their results by Oct. 14. The Secretary of State will certify the results on Oct. 22. If the governor is recalled, he will need to vacate the office by that date and the winning replacement candidate will be sworn in.;

If Newsom is recalled, his replacement will finish the rest of his term, which ends in early 2023. They would have to run for re-election in 2022 if they want to stay in office after that.

Has California Ever Recalled A Governor Before

Yes. If Newsom is recalled, it would be the second time that California voters have recalled a governor.;

In 2003, Democratic Governor Gray Davis was recalled and replaced by Republican Arnold Schwarzenegger. Schwarzenegger went on to win a full term as governor in 2006.;

The memories of that race still sting Democrats. Hicks said because of the 2003 result, he’s glad that there isn’t a strong Democratic candidate challenging Newsom. In that election, then-Democratic Lieutenant Governor Cruz Bustamante ran as a replacement candidate.;

“We had a Democratic governor and we had the ‘backup option’ and the result was Arnold Schwarzenegger,” Hicks said. “I think that California Democrats carry that lesson with us to this fight.”

Mr. Newsom, 53, the former mayor of San Francisco, has long been a favorite target of Republicans.

His liberal pedigree and deep Democratic connections push an array of G.O.P. buttons. His aunt, for instance, was married for a time to Speaker Nancy Pelosis brother-in-law. Mr. Newsom, a wine merchant, got his start in politics and business with support from the wealthy Getty family. In 2004, he and his first wife, the cable news legal commentator Kimberly Guilfoyle, appeared in a spread for Harpers Bazaar shot at the Getty Villa and titled The New Kennedys.

As mayor, Mr. Newsom made headlines for sanctioning same-sex marriage licenses before they were legal. As governor, he has remained a progressive standard-bearer. He championed ballot initiatives that legalized recreational marijuana and outlawed possession of the high-capacity magazines often used in mass shootings. One of his first acts as governor was to declare a moratorium on executions.

Mr. Newsom is now married to Jennifer Siebel Newsom, a filmmaker, and is the father of four small children. Ms. Guilfoyle is Donald Trump Jr.s girlfriend.

California Governor Newsom Easily Retains Job Sweeps Election

SACRAMENTO, Calif., Sept 14 – California Democratic Governor Gavin Newsom handily beat back an effort to oust him from office in Tuesday’s special election, overcoming a Republican campaign to unseat him over his liberal policies on immigration, COVID-19 and crime.

Newsom, a first-term governor beset by challenges including the COVID-19 pandemic, extreme drought and severe wildfires, boosted turnout among Democrats with a flurry of late campaigning and easily overcame the move by Republicans to recall him.

U.S. television networks projected Newsom had defeated the recall effort about 40 minutes after polls closed on Tuesday.

“I’m humbled and grateful to the millions and millions of Californians that exercised their fundamental right to vote,” Newsom said in a victory speech Tuesday night in the state capital of Sacramento.

“Economic justice, social justice, racial justice, environmental justice, our values where California has made so much progress, all of those things were on the ballot this evening,” Newsom said.

The decisive win significantly bolsters Newsom’s chances in next year’s regularly scheduled gubernatorial elections, while weakening any likely Republican challengers, said Republican political strategist Mike Madrid.

Key to Newsom’s success was an all-out campaign to mobilize a Democratic base that had initially been sleepy, assuming that the governor would win because the state is so overwhelmingly Democratic.

A Partisan Recall Puts California Republican Party In Disarray

Raging wildfires. A surging once-in-a-century pandemic. An off-season election asking voters to throw a sitting governor out of office for just the second time in California history.

Despite the extraordinarily unusual factors shaping the attempt to recall Gov. Gavin Newsom any of which could have led to an unpredictable outcome in the end, results from Tuesdays election show that the race largely came down to partisanship. The Democratic governor beat back the GOP-driven recall by about the same margin as Democrats have defeated Republicans in the top statewide races over the last decade.;

It was a deep-blue victory in a deep-blue state.

This went down strictly along party lines, said Mindy Romero, director of the Center for Inclusive Democracy at the University of Southern California. There was some crossover, but very little.

Exit polling shows that 94% of Democrats voted against recalling Newsom, while 89% of Republicans voted to remove him. Independent voters were more evenly split, but leaned toward keeping Newsom in office. As of Wednesday, voters were rejecting the recall by a nearly 30-percentage-point margin.;

This whole election changed dramatically six to eight weeks ago, said Dave Gilliard, a GOP consultant working on the recall.;

Elder vowed to repeal Newsoms vaccine and mask requirements, leading the governor to frame the race as a matter of life and death.;

Beyond the idiosyncrasies of California and its unique recall system, the broader importance of Republicans trotting out the same baseless election fraud conspiracy theories as last year is what it says about the existential threat the Trumpified GOP represents to free and fair elections.

It was just over a year ago that I first wrote about Trumps attacks on mail voting. I asked readers to imagine an election night scenario where Trump prematurely , citing purported irregularities with mail-in votes a scenario that in fact played out months later and, after Trumps legal options were exhausted, culminated in the January 6 insurrection. Then and now, the problem for Republicans isnt that mail voting is ripe for fraud it isnt but that by making it easier for people to vote, they believe that it makes it harder for them to win elections. Instead of trying to broaden their base, Republicans are changing the rules of the game to make it harder for people to vote.

The violence and chaos of the insurrection prompted leading Republicans like House Minority Leader Kevin McCarthy to briefly put some daylight between themselves and Trump, but the former president remained popular with the Republican base and is currently the frontrunner for the 2024 GOP presidential nomination.

Kelley said members of his staff have been followed and videotaped while picking up ballots from drop boxes in recent weeks.

“I’ve been doing this almost 18 years, and I would say the end of ’19 leading into ’20 and then all the way up to today has been the most stressful period of my career,” Kelley said.

Up until now, the fraud claims have been mostly isolated to national campaigns and the occasional statewide race.

But Jamie Shew, who oversees elections in Douglas County, Kan., said he worries the tactic could trickle down to local races, where margins are often extremely thin.

“Even in candidates were going to ‘there was fraud’ rather than it was a bad campaign,” Shew said. But “2020 took it to a whole new level. And I don’t think that’s going to go away.”

In Douglas County last year, for instance, a County Commission race was decided by just three votes. Both candidates running accepted the results after a hand recount, but Shew said he worries next time, they might not be so lucky.

What Do Party Preferences Mean When Listed With Candidates Names On The Ballot What Are The Qualified Political Parties And Abbreviations Of Those Party Names

The term party preference is now used in place of the term party affiliation. A candidate must indicate his or her preference or lack of preference for a qualified political party. If the candidate has a qualified political party preference that qualified political party will be indicated by the candidates name on the ballot. If a candidate does not have a qualified political party preference, Party Preference: None will be indicated by the candidates name on the ballot.

If Newsom Is Recalled Who Should Replace Him As Governor

There are 46 candidates listed on the ballot a mix of politicians, entertainers and business people, more than half of them Republican. If a majority votes in favor of a recall on Question 1, the challenger who receives the most votes will become governor. Larry Elder, a conservative talk radio host, leads the challengers in most polls. Since 1960, every California governor has faced a recall attempt. Only one has ever reached an election. In 2003, Governor Gray Davis, a Democrat, lost to Arnold Schwarzenegger.

How Did We Get Here

In February 2020, a group called the California Patriot Coalition began circulating a petition to recall Newsom, citing his administrations policies on immigration, homelessness,the states drought emergency and taxes. Newsom had faced five previous recall attempts, but such petitions require 1.5 million signatures to trigger an election and the prior ones all fell short. ;

The coalition was started by Orrin Heatlie, a retired sheriffs sergeant. Other groups such as the Reform California organization have ties to Republican operatives and helped fundraise to collect signatures.;

Proponents of the recall say the movement really gained traction in collecting signatures after Newsom was spotted at the upscale French Laundry restaurant while his indoor dining shutdowns were still in effect.

Recall supporters were able to submit more than 2.1 million signatures and Californias Secretary of State verified 1.7 million signatures.

The 2021 California gubernatorial recall election was a special recallelection that began in late-summer of 2021 and concluded on September 14, 2021, in which California voters chose not to recall incumbent DemocraticgovernorGavin Newsom, elected for the term January 2019 to January 2023.

Due to the wide margin of the results, most major news outlets projected the race for Newsom within an hour of polls closing; later that night, Larry Elder, the frontrunner replacement candidate, conceded defeat. Official certification of the results will occur by October 22.

Had the recall been successful, the replacement candidate with the most votes on the second part of the ballot would have assumed the office. The election followed the same pandemic-era format used in the : in August, county election offices sent an official ballot to the mailing address of every registered voter, giving them the option to vote by mail on or before election day, or, when polling places opened statewide, to vote in-person. The recall petition was filed in February 2020 and signatures were collected from June 2020 to March 2021.

What Are The Key Issues Driving The Recall

Initially, the Republicans who started the recall disagreed with Mr. Newsom on issues like the death penaltyand his opposition to President Donald Trumps policies. The effort was widely viewed as a long shot.

Then two particular factors boosted the campaign: A judge allowed more time for leaders of the recall to gather signatures because of pandemic lockdowns. And growing frustration among some Californians over health restrictions came to a head when Mr. Newsom was seen dining maskless with lobbyists at an expensive, exclusive Napa Valley restaurant called the French Laundryafter asking Californians to wear masks and stay home.

As the pandemic dragged on, recall supporters focused their arguments on the governors response, criticizing it as overly restrictive. Prolonged school closuresdrew ire during the last school year, as did pandemic unemployment fraud.

More recently, proponents have argued that broader social ills such as homelessness have worsened during Mr. Newsoms tenure, that Democrats have de facto one-party rule in California and that the high cost of livingis driving Californians out.

Mr. Newsoms Democratic allies charge that the effort is an undemocratic far-right power grab by Trumpian extremists who would otherwise never see a Republican elected to Californias top state office.

Misapplication Of Tax Return Disclosure Law

A new requirement for gubernatorial candidates to disclose their most recent tax returns was passed into law in 2019, when Governor Newsom signed Senate Bill 27. Although the language of the law says that gubernatorial candidates must publicize the prior five years of their tax returns in order for their names to appear on a “primary ballot”, the secretary of state applied the law to the recall election. The law has been cited as a potential reason for the major reduction in recall replacement candidates relative to the number of candidates in the 2003 gubernatorial recall.

The tax return disclosure requirement did not apply to Newsom, who was not considered a “candidate” in the recall. Newsom’s campaign nonetheless submitted his tax documents to Secretary of State Shirley Weber, who refused to publish them on the grounds that the Governor was not required to disclose them. Newsom’s campaign did not respond to a reporter’s July 19, 2021, request for his recent tax returns.

Who Can Run In A Recall

Candidates to replace the governor must be U.S. citizens registered to vote in California, and must pay a filing fee of about $4,000 or submit signatures from 7,000 supporters. They cannot be convicted of certain felonies, and they cannot be the governor up for recall. They have until 59 days before the election to file.

The ballot asks voters two questions: Should the governor be recalled? And if so, who should be the new governor? If the majority of voters say no to the first question, the second is moot. But if more than 50 percent vote yes, the challenger with the most votes becomes the next governor.Critics of the recall contend this is a major flaw because 49.9 percent of the voters could theoretically vote to keep Mr. Newsom, and he could still lose and be replaced by a challenger whose plurality makes up a far smaller sliver of voters. A legal challenge to this effect is pending in federal court in Los Angeles.

The 2003 winner, Mr. Schwarzenegger, had only 48.6 percent of the vote.
