National Archives To Make All Of Donald Trump’s Tweets Publicly Available

President Donald Trump‘s tweets will be preserved in the National Archives. The department launched the website for the Donald J. Trump Presidential Library, which will hold information and records of the Trump administration, on Wednesday.


The library won’t just include documents and records on archived White House websites and official presidential social media accountsit will also contain tweets and documents that were shared on Trump’s personal handle, which he often used to address citizens. On the new site, the department explained the decision to house messages from personal social media accounts, saying that a “number of Trump administration officials, including President Trump, used personal accounts when conducting government business.”

“The National Archives will make the social media content from those designated accounts publicly available as soon as possible,” the department says on its website for the Trump Presidential Library.

We analyze the spread of Donald Trumps tweets that were flagged by Twitter using two intervention strategiesattaching a warning label and blocking engagement with the tweet entirely. We find that while blocking engagement on certain tweets limited their diffusion, messages we examined with warning labels spread further on Twitter than those without labels. Additionally, the messages that had been blocked on Twitter remained popular on Facebook, Instagram, and Reddit, being posted more often and garnering more visibility than messages that had either been labeled by Twitter or received no intervention at all. Taken together, our results emphasize the importance of considering content moderation at the ecosystem level.

Twitter will not allow the National Archives to make former President Donald Trumps past tweets from his @realDonaldTrump account available on the social media platform, the company told POLITICO on Wednesday, in the latest display of Silicon Valleys power over communications channels used by the U.S. government.

The statement came as the National Archives and Records Administration has been working to create an official online archive of Trumps tweets as president, including those that prompted Twitter to permanently suspend him earlier this year as a threat to public safety. NARA already maintains archives for the institutional and personal accounts of many other former Trump administration officials, in which the old tweets live on the Twitter platform and users can retweet, like and otherwise interact with them.

Twitters decision is further fuel for a debate in Washington about social media companies control over users speech, amid Republican accusations that Silicon Valleys giants are censoring conservatives. Just two days ago, Supreme Court Justice Clarence Thomas lamented in a 12-page opinion that technology has placed control of so much speech in the hands of a few private parties, suggesting Congress may need to step in.

Tweets As Official Statements

Throughout his presidency, Trump frequently appeared to issue orders through his tweets. Whether these tweets were official directives was unclear. A US National Archives spokesman said that Trumps tweets are considered presidential records.

In 2017, the Department of Justice argued in one court case that Trumps tweets were official statements of the President of the United States. In another case, the DOJ argued they were official policy statements but that the tweets were also personal conduct that is not an exercise of state power. The ABA Journal wrote in 2017, Theres little caselaw on to what extent government use of social media can be considered official or a public forum, which affords First Amendment protection to people who might be excluded based on their viewpoints.

In 2019, the Secretary of the US Navy said he did not interpret a Trump tweet as a formal order to act after Trump tweeted that the Navy should not take away Chief Petty Officer Edward Gallaghers status as a Navy SEAL.

In 2020, a court asked that Trump clarify his intention after he tweeted what appeared to be an order calling for the disclosure of documents related to Russian interference in the 2016 election. In a court filing White House Chief of Staff said that: The President indicated to me that his statements on Twitter were not self-executing declassification orders and do not require the declassification or release of any particular documents.
