There is probably a pull tab on them. Most solar lights have them to keep the battery from coming in contact until you are ready to use. Remove that.

Well 4 of the 8 light worked! Found out this morning that they are vintage solar lights. These never had tabs but use a battery to be replaced yearly. So, the batteries are $4 apiece.I think Ill keep the lights since they are glass and metal and not plastic. Thank you for your info!
