President Donald Trump and his administration have a message for uninsured Americans who fear the cost of treatment for COVID-19, the illness caused by the coronavirus: We dont care.

On Tuesday, Politico reported that the federal government will not reopen health insurance enrollment on the federal HealthCare.gov exchange that serves the residents of 38 states. Peculiarly, those places are mostly GOP-leaning states that declined to create their own health insurance exchanges and that Trump won in the 2016 presidential election.

By contrast, the health insurance exchanges operated by California, Colorado, Connecticut, , Massachusetts, Minnesota, Nevada, New York, Rhode Island, Vermont, Washington state and the District of Columbia are allowing uninsured people to and apply for financial assistance.


The negative consequences of this active refusal to offer help to vulnerable Americans are obvious.

The people living in the 38 states that use HealthCare.gov and those in Idaho, which hasnt reactivated its state-run exchange will likely remain uninsured, leaving them potentially exposed to tens of thousands of dollars in costs if they get sick from the novel coronavirus and need medical treatment.

No one benefits from not allowing these millions of Americans to get health coverage in the midst of a pandemic that has practically shut down the nation. There is no upside to the Trump administrations decision.

As we allow the free market to provide insurance coverage opportunities to companies and individuals, we must also make sure that no one slips through the cracks simply because they cannot afford insurance. We must review basic options for Medicaid and work with states to ensure that those who want health care coverage can have it.

Oil Production And Imports

The increase in crude oil production that began under Obama continued under Trump, soaring to new record highs before COVID-19 contributed to a decline in 2020.

The 4.1 billion barrels produced last year were still more than in any year other than 2019, when nearly 4.5 billion barrels were produced, according to the Energy Information Administration. Even with the down year, crude oil production was up 27.6% in 2020 compared with 2016.


Increased domestic production under Trump led to fewer annual crude oil imports, which were down 25% in 2020 from four years earlier. The total number of imported crude oil barrels in 2020 2.15 billion was the lowest total since 1991.

However, while the U.S.again became a net exporter of petroleum products last year, it remained a net importer of crude oil, specifically, the EIA said.

In fact, his administration has taken a number of important but underappreciated steps to boost consumer choice and affordability in the healthcare marketplace.

Take the administration’s 2018 rule expanding access to association health plans. Under these plans, groups of small businesses or self-employed workers can band together to enroll in large-group insurance coverage. In some instances, a large-group plan can offer savings of nearly 20% compared to a small-group plan with the same benefits.

Before the rule was promulgated, small businesses had to have a “commonality of interest” aside from providing health insurance in order to sponsor an association plan. They also had to have at least one employee, so self-employed workers couldn’t join.

California Could Lose 18% of ACA Marketplace Enrollees Next Year

Without the Affordable Care Actâs individual mandate, 18 percent of California residents with Covered California marketplace health plans could drop their coverage, according to a new survey by Harvard Medical School researchers.

Without a penalty for being uninsured, healthier residents are more likely to go without coverage. The loss of these enrollees could raise premiums by 12 to 16 percent next year.

âWhile California would continue to have a stable individual market, and we have the reserves and flexibility to adjust for this impact, the impacts would be real and significant for Californiaâs consumers,â said Peter Lee, Covered Californiaâs executive director.

On May 31, 2017, Vox released a copy it obtained of a draft rule from the U.S. Departments of Labor, Treasury, and Health and Human Services. The rule would expand the religious exemption from the Affordable Care Acts requirement on employers to offer birth control coverage. The draft rule would allow any employer, insurance company, college, or university with religious or moral objections to opt out of offering health plans that cover contraception.

The Affordable Care Act required most employers to offer health plans that cover contraception. Pursuant to a 2014 United States Supreme Court ruling, religious nonprofits and closely held for-profit companies were granted an exemption from the mandate. The draft rule, if put in place, would have the effect of expanding the number of companies who could apply for a religious exemption. The rule must be reviewed by the Office of Management and Budget before being placed in the Federal Register for a 60-day comment period before being finalized.

The Swamp Grew Even Under President Donald Trump

The results were immediateânearly 30 new association health plans popped up in the seven months after the Department of Labor finalized the rule. Some of those plans featured premiums that cost up to 35% less than those on the Obamacare exchanges.

But the future of the association health plan rule is not clear. In 2019, the U.S. District Court for the District of Columbia invalidated the rule. The Trump administration appealed to the U.S. Court of Appeals for the D.C. Circuit, but the case has not yet been resolved.

President Trumps team has also tried to expand access to affordable coverage for individuals. A 2018 rule issued by the administration extended the maximum duration of short-term health plans to one year, up from the Obama administrations maximum of three months. The rule also allowed insurers to renew short-term plans for up to three years.

Short-term health plans are not subject to Obamacares cost-inflating mandates and regulations. So they tend to be much less expensive than the coverage available on the individual-market exchanges.

According to a 2019 study published by the Manhattan Institute, a typical short-term plan premium for a 30-year-old nonsmoker in Fulton County, Georgiaâhome to Atlantaâwas $209 a month, with a $5,000 deductible and a $7,000 out-of-pocket maximum. A comparable exchange plan, with a slightly higher deductible and out-of-pocket maximum, was $296 a month.

Insurance Company Profits Have Soared While Families Pay More

Across all lines of business, insurance companiesprofit margin has increased in recent years, shooting up from about 1 percent in 2016 to 3 percent in 2019. Insurance company profits have been boosted by a number of factors, including the expansion of companies business in Medicare Advantage and Medicaid and the benefits of relatively unchecked vertical consolidation with other firms in the health care industry. In years to come, insurance companies stand to benefit if Trump follows through on his executive order to shift more Medicare beneficiaries into private plans, to the detriment of beneficiaries access to providers.

While the pandemic has depressed economic activity this year in most industries, insurance companies profitability to date has topped last years. Medical spending is down dramatically in 2020 due to deferred care during the pandemic, boosting companies net income above expectations. Thanks to the ACAs medical loss ratio requirement, insurers will be required to return excess premiums to consumers if medical spending for the year is below what they anticipated. Meanwhile, the federal Centers for Medicare & Medicaid Services and state regulators have encouraged or required insurers to waive or discount premiums and cost sharing in order to assist consumers and meet medical loss requirements.

“They say the ocean will rise one-eighth of an inch over the next 200 to 300 years, but don’t worry about nuclear weapons that can take out entire countries with one shot.”
