President Trump has touted the First Step Act as a key step he made towards criminal justice reform.

The bottom line here is we got a more centered plan. We got phase one of the plan on his site, not the one we heard about rhetorically in Trumps speeches.

On his website, the TrumpCare plan listed is part a rehash of the Republican playbook, insurance across state lines, HSAs, get the sick out of the healthcare system to keep costs down, and part, an oddly socially liberal market-based healthcare reform and cracking down on big pharma.
The new The American Health Care Act is pretty much what Trump promised .
Despite some of the expected Republican views being included in his written plan, some parts of the plan and the words that Trump says paint a very different picture.

Insurance Company Profits Have Soared While Families Pay More
Across all lines of business, insurance companiesprofit margin has increased in recent years, shooting up from about 1 percent in 2016 to 3 percent in 2019. WASHINGTON The Trump administration asked the Supreme Court late Thursday to overturn the Affordable Care Act a move that, if successful, would bring a permanent end to the health insurance program popularly known as Obamacare and wipe out coverage for as many as 23 million Americans.
In an 82-page brief submitted an hour before a midnight deadline, the administration joined Republican officials in Texas and 17 other states in arguing that in 2017, Congress, then controlled by Republicans, had rendered the law unconstitutional when it zeroed out the tax penalty for not buying insurance the so-called individual mandate.
The administrations argument, coming in the thick of an election season as well as a pandemic that has devastated the economy and left millions of unemployed Americans without health coverage is sure to reignite Washingtons bitter political debate over health care.
In his brief, Solicitor General Noel J. Francisco argued that the health laws two remaining central provisions are now invalid because Congress intended that all three work together.

Trumpcare/american Healthcare Act/better Care And Reconciliation Act Summary
The latest version of TrumpCare, with all the changes to the Better Care Reconciliation Act and provisions from the American HealthCare Act , AKA TrumpCare phase 1 contains provisions that:
First, the American HealthCare Act made the following changes (most of which the BCRA keeps items the BCRA changed are crossed out
- Allows states to charge more based on age or health status via state-based waivers ,
- Allows states the option of creating a taxpayer-funded high-risk pool.
The Senate Bill that is Replacing the House Bill does everything noted above with a few changes, they are:
- There is a 6 month waiting period if you want to reenter the market after not having coverage for more than 63 days ,
- Further reduces Medicaid spending,
- Tax credits are based on age and income from 0% 350% FPL .
- Cost Sharing Reduction subsidies are approved until 2019 on a per-month basis .
Then the latest July 13th update to the Better Care Reconciliation Act makes a few changes that include:
NOTES: Immediately following the July 13th version a few more changes were made. The bill now also includes the Ted Cruz Amendment which allows insurers to sell inexpensive plans to consumers that include basic coverage up to an annual cap . This amendment is likely to bring down average premiums considerably, but it does this by allowing insurers to sell low-benefit, low-cost, plans with annual limits. So there is a trade-off there.

Trump said in an NBC interview in 1999 that he was very pro-choice in supporting abortion rights. In 2016, Trump ran as an anti-abortion candidate, and as president has sided with conservatives who oppose abortion. The Trump administration has tried to limit abortion access for detained immigrant teenagers, and restricted federal research that uses fetal tissue. Under Trump, the Department of Health and Human Services also barred federally funded health clinics from issuing referrals for abortions.
Additionally, Trump has fulfilled a 2016 campaign promise to appoint pro-life judges. Trump has put hundreds of conservative judges on the bench, including two Supreme Court justices, Neil Gorsuch and Brett Kavanaugh. The high court additions gave Republican appointees a 5-4 majority, and has given conservatives hope of potentially overturning the Roe v. Wade decision that legalized abortion.
Four years ago, then-candidate Trump said in his presidential nomination acceptance speech that he would do everything in my power to protect LGBTQ citizens. The line drew praise for breaking with Republican Party orthodoxy. But Trump has faced criticism in office for several actions on the issue, including his ban on transgender people serving in the military.

Affordable Care Act Under The Trump Administration

President Donald Trump‘s main healthcare policy initiative has been working to fulfill his campaign promise to repeal and replace the Patient Protection and Affordable Care Act , commonly known as Obamacare. He expressed his support for the House and Senate bills that proposed modifying parts of the ACA. The House passed its billthe American Health Care Act of 2017but members of the Senate have been unable to agree on a final replacement plan, leaving most of the provisions of the ACA in place. Republicans did take one step towards changing the ACA by eliminating the law’s individual mandate, which took effect in January 2019.
In October 2017, the Trump administration took actions to modify the ACA. Trump issued an executive order directing members of his Cabinet to create rules that would allow small businesses to collectively buy health insurance through association health plans, expand short-term health coverage, and expand the use of Health Reimbursement Arrangements . The order did not make direct changes to existing health insurance rules instead, it directed agencies to consider new rules that would be subject to a notice and comment period.

Secretary Of Health And Human Services Tom Price
- During an interview on March 12, 2017, NBC’s Chuck Todd asked Price if the AHCA “which leaves much of the Obamacare architecture in place, is an acknowledgement that the health care system cant be run by the free market alone.” Price replied, “No, not at all. And obviously this is a transition that we’re going through, but the important thing is to appreciate that the market as it is right now is failing. Obamacare, the ACA, has failed. Youve got premiums going up, you’ve got deductibles where people have an insurance card but they don’t have any coverage, got a third of the counties in this nation that only have one insurer offering coverage, five states with only one insurer offering coverage. That’s not a choice nor is it responsible to the individuals who are going to be selecting the coverage. So what we need to do is to fix this, to move in a direction that puts patients and families and doctors in charge of their health care, and not Washington, D.C.”
- In 2015, Price said, It needs to be fully repealed, because the first step out of the gate for Obamacare is a step in the wrong direction and that is for government control over every aspect of health care, so it’s hard to fix the system that they have put in place without ending that premise that government ought to be running and controlling health care.

Defending The Second Amendment
After the US was rocked by mass shootings in Texas and Ohio in 2019, Mr Trump expressed support for a series of reforms, like tighter background checks for gun buyers and “red flag laws”, which block access to firearms for those who are deemed a risk to society.
But after this initial flurry of interest, Mr Trump has done little to move these ideas forward. The president has instead continued his vocal defence of the US constitution’s Second Amendment – which preserves Americans’ right to bear arms – and of the powerful gun lobby, the National Rifle Association .
Contrary To His Promises Trump Has Increased Health Care Costs
Marketplace enrollees and taxpayers are paying the cost of the Trump administrations ACA sabotage. Policies that draw healthier people away from comprehensive coverage leave those remaining in the risk pool with higher premiums. The Congressional Budget Office estimated in 2018 that Congress repeal of the ACAs individual mandate would not only result in 1 million fewer people insured that year but would also drive individual premiums higher than they would have otherwise been starting in 2019.
In its analysis of rate filings for 2019, the Kaiser Family Foundation estimated that plans added an average of 6 percent to premiums to account for the mandate repeal and the Trump administrations promotion of junk plans. The repeal of the mandate has lasting effects. That extra 6 percent on 2020 premiums means that the average HealthCare.gov marketplace premium$7,140 annuallyis $404 higher than it would be without ACA sabotage.
The Trump administration has meddled with marketplace premiums in less transparent ways as well. Since 2019, insurance plans have been able to raise their premiums up to 15 percent each year without explanation because the Trump administration lifted the ACAs threshold for federal rate review from its previous 10 percent.

Trumpcare Was Intended To Replace Obamacare
The AHCA was intended to be the replacement part of President Trumps campaign pledge to repeal and replace Obamacare, formally known as the Affordable Care Act .
Some provisions of Trumpcare directly oppose those put in place by Obamacare.
- For example, the ACA protected people with pre-existing conditions from facing higher premiums for insurance plans. But Trumpcare would have potentially allowed companies to charge more on the basis of a pre-existing condition.
- Obamacare also requires all Americans under 65 to have health insurance or else face a tax penalty, but Trumpcare would have eliminated that “individual mandate.”
- The ACA also required companies to cover a list of essential health benefits. Under Trumpcare, states could potentially have received a waiver from covering these benefits if the state met certain criteria.
