Register At The County Election Commission

When registering at a County Election Commission, you may be able to absentee/By Mail vote your first time if you meet the absentee voting criteria. If you register any other way, you will have to vote in person the first time. The Knoxville Election Commission is located at 300 Main St. in the Old Courthouse in downtown Knoxville.

Lots Of Consistency Elsewhere

In the rest of the country, there was much more consistency between party registration totals and the 2016 election outcome, with only three non-Southern states voting against the grain. On election eve in Pennsylvania, there were 915,081 more registered Democrats than Republicans Trump carried the state by 44,292 votes. In West Virginia, there were 175,867 more registered Democrats Trump won by 300,577 votes. And in New Hampshire, there were 24,232 more registered Republicans than Democrats in the fall of 2016, but Hillary Clinton took the state by 2,736 votes. Thats it. The other 22 party registration states outside the South were carried in the presidential balloting by the party with more registered voters than the other.

And in many of these in sync states, the registration advantage in recent years has grown more Republican or Democratic as the case may be, augmented by a healthy increase in independents.

The registration trend line in California is a microcosm of sorts of party registration in the nation as whole. Democrats are running ahead and the ranks of the independents are growing. Yet registered voters in both parties appear to be widely engaged. That was the case in 2016, and likely will be again in 2018, with Trump flogging issues to rouse his base. In short, this is a highly partisan era when party registration totals, and the trends that go with them, are well worth watching.

Military & Overseas Voter Registration

Military members, their dependents, and overseas U.S. citizens can submit an absentee ballot by email or mail through the UOCAVA .

You can also register and receive a ballot by completing a Voter Registration and Absentee Ballot Request Federal Post Card Application through the Federal Voting Assistance Program. This form is typically a request for absentee voting however, if you are currently not registered, it will be treated as a request for temporary voter registration.

Once you’ve completed the application, send to the address of your local county election commission.

If the election commission has a fax machine in its office, you may fax the application.

The application must be received by the election commission no earlier than January 1st of the election year UNLESS the election is fewer than 90 days after January 1st. In that case, it must be received no earlier than 90 days prior to the election and no later than 7 days prior.

NOTE: Typically, people who register to vote by mail must appear in person the first time they vote however, this regulation is waived for military members and their dependents and overseas U.S. citizens with permanent TN residences. Once you are no longer eligible for this exemption, you must vote in person.

  Are you ready to vote for the first time? If youre a U.S. citizen, meet your states requirements, and will be 18 by Election Day, you can vote.

  But first, you need to register before your states deadline. Check with your local election office. You can register there or you may be able to register online, at the Department of Motor Vehicles, or using the National Mail Voter Registration Form.

  Your election office may send you a voter registration card listing your polling place. On Election Day, thats where youll go. When you get there, you may need to show an ID to vote. Then, fill out your ballot. If you dont know how, ask a poll worker. If you know you wont be able to get there on Election Day, you may qualify to vote by mail.

‘a Dangerous Place For Us To Go’

As the committee considered the bill, Holt was quickly faced with opposition from one of his Republican colleagues.

Rep. Jeremy Faison, R-Cosby, said the measure would make Tennessee politics more partisan and limit peoples ability to run for office outside of being affiliated with the two major political parties.

This is a dangerous place for us to go, Faison later said.

As he had previously, Holt explained his bill was aimed at ensuring that only bona fide members of a political party vote in a primary election.

At one point he equated primary elections to an internal family discussion.

Carter said primaries are little more than a recommendation, with the executive committee of the states political parties ultimately deciding their nominees for general elections.

We are not talking about an election, he said, referring to primaries.

Rep. London Lamar, D-Memphis, expressed concern that Holts legislation would depress voter turnout. She also noted that the sponsor had not asked the Democratic Party for their position on the bill.

Rudd, who is sponsoring his own party registration legislation, said the current system was making a mockery of our democracy.

Gov. Bill Lee and former Gov. Bill Haslam were among the opponents of the legislation.

The proposal arose after the state Republican Party’s state executive committee approved a resolution in December calling for closed primaries.

How The Primary Works

A primary election is an election in which registered voters select a candidate that they believe should be a political party’s candidate for elected office to run in the general election. They are also used to choose convention delegates and party leaders. Primaries are state-level and local-level elections that take place prior to a general election. Tennessee utilizes an open primary system, in which registered voters do not have to be members of a party to vote in that party’s primary. However, voters must affiliate with a party at the primary polling location or declare their allegiance to the party.

Tennessee House Of Representatives Election

Election of all 99 seats in the Tennessee House of Representatives occurred on November 3, 2020, concurrent with the Presidential, U.S. senate, U.S House, and State Senate elections. The final results were no gains or losses as compared to the 2018 Tennessee House of Representatives election, though the Democratic Party retook the 90th district, where the incumbent John DeBerry had defected midterm to become an independent. The Republican Party maintained their supermajority in the state house.

How To Change Your Voter Registration Information

You can change your registration online, by mail, or by phone. Be ready to provide your state drivers license number or state ID number and your Social Security number.

Make Changes Online

If your state has online voter registration, that may be the easiest way to make changes. If your state keeps track of political party preference, you will be able to change that too.

Make Changes by Mail

• Download, fill out, and mail in the National Mail Voter Registration Form. All states except New Hampshire, Wyoming, and North Dakota accept it.

• If you cant download this form and would like it or your states own registration form mailed to you, contact your state or local election office.

• If you’re an overseas and/or military voter, change your voter information and request an absentee ballot at the Federal Voting Assistance Program.

The presidential race will be the big draw. Nine candidates qualified to run for president in Tennessee.

And there are plenty of other contests on the Nov. 3 ballot.

Depending on the county you live in, you may have some county-specific issues to weigh in on. For example, Knox County voters are being asked to fill a school board vacancy for District 6.

Knox County voters will also be asked to decide whether they want to retain the countys elected law director position and what power the mayor should have when it comes to signing contracts.

But state legislative and U.S. congressional races dominate most ballots in East Tennessee.

Voters across the state will pick someone to replace retiring Sen. Lamar Alexander, R-Maryville.

Eligibility And Registration Details

To register to vote in Tennessee, an applicant must be a citizen of the United States, a resident of Tennessee, and at least 18 years old by the day of the next election.

Prospective voters can register online, by mailing a voter registration application to the county election commission, or in person at a variety of locations including the county clerks office, the county election commission office, public libraries, and numerous state agencies. Registration must be completed 30 days before an election.

Fear Of A Chilling Effect

Opponents of the new law said they worry that any large-scale effort to register new voters could incur penalties.

Were taking people who are trying to do their job well and might not be very good at it and making them liable, said Steve Dickerson, a Nashville doctor and Republican state senator who voted against the bill. The larger point is that we dont have good voter participation in Tennessee. This bill went after a problem that might have been small and brought in penalties that I think were disproportionate. I think we could have come up with a better and more subtle piece of policy.

Tennessee ranked 45th in voter registration and 49th in voter turnout in a survey of the 50 states plus the District in 2016, according to the MIT Election Data and Science Lab.

Jackson, the state senator and one of the bills sponsors, said in public testimony that the law was not intended to apply to well-intended voter activist groups such as the League of Women Voters, which runs smaller, mostly volunteer-based registration drives.

But Marion Ott, president of the League of Women Voters of Tennessee, said in testimony before a state Senate committee that she worried that the league a nonprofit that receives grants and sometimes pays people to help with voter registration could also be affected by the measure.

Midterms in Memphis were tarnished by machine glitches, registration purges and human error.

Oliver questioned the accuracy of counties numbers, saying officials have exaggerated in the past. But she couldnt explain why anyone would put false information on a voter registration form. Tennessees voting laws are some of the strictest in the country, including requiring an ID to vote and banning former felons from voting, making any fraudulent effort difficult.

Instead, she suspects, residents filling out forms may have been confused by what she called a burdensome and complicated application with different colors, typefaces and easy-to-miss boxes, such as ones asking Miss/Mrs./Mr.

When youre working with those kinds of numbers, youre naturally going to get some errors, she said. You cant expect us to be perfect and get 100 percent correct.

This new law could add some important parameters for people who want to conduct voter registration drives, said Shanna Singh Hughey, president of ThinkTennessee, a Nashville-based nonpartisan think tank. Now they know when they must turn in forms, she said, and have more direction about what needs to be on those forms.

I believe that voter registration organizations are trying to do the right thing, she said. Its such a sacred act to register folks to vote. Now they know, to some extent, the rules that they have to follow and thats good.
