The December job report again showed an extraordinary divergence between the establishment survey and the household survey. The establishment survey showed the economy creating just 199,000 jobs, while the household survey showed a growth in employment of 651,000, pushing the unemployment rate down by 0.3 percentage points to 3.9 percent, a level achieved at few points in the last fifty years.

Its not unusual for there to be substantial differences between the surveys, but these are extraordinary. In the last months, the household survey has shown an increase in employment of 1,741,000. By comparison, the increase in jobs in the establishment survey has been just 448,000.

While these divergences are striking, they largely disappear if we look over a longer period. Over the last year, the household survey shows employment is up by 6,092,000. The establishment survey shows a gain of 6,448,000 jobs.

Since the start of the pandemic, the household survey shows a drop in employment of 2,891,000. The establishment survey shows a loss of 3,572,000 jobs. Most of this gap can be explained by an increase in self-employment of more than 500,000, which would not be picked up in the establishment data.

Social media users have been sharing a video with statistics claiming that the administration of U.S. President Donald Trump had lower unemployment rates and created more jobs than his predecessor Barack Obamas administration. However, government figures from the U.S. Bureau of Labor Statistics show that while most of the figures in the video were true for some months, they are not necessarily representative of unemployment levels during the two administrations and do not take into the effects of the 2007-2009 Great Recession and the coronavirus pandemic.

The post , which appears to have been created by the TikTok account @the_educated_youth , whose handle appears in the bottom right-hand corner of the video, lists the unemployment rates under Trump and Obama: Overall: 3.9% and 9.9% Women: 3.8% and 8.7% Hispanic: 4.4% and 12.8% Black: 6.6% and 16.1% . It also says that Trump created 2.3 million jobs, while under Obama there were 5.1 million fewer jobs. Captions include, numbers dont lie #trump2020 and People lie but numbers never do.

The posts do not say whether the figures represent an average or a specific point in time.

The USMCAwhich was touted as a replacement for NAFTAis unlikely to resolve longstanding U.S.Mexico trade issues. Americas trade deficit with Mexico increased by more than 29% in 2019 alone . And when it comes to important sectors like autos and auto parts, General Motors has been closing assembly plants in Ohio, Michigan, and Maryland while increasing its reliance on imports from Mexico . In fact, GM has been ceding market share to foreign producers for decades, and has grown increasingly reliant on imports from Mexico and other countries. Meanwhile, market share has been captured by foreign producers. Recently, BMW, Mercedes/Infiniti, and Kia opened plants in Mexicoa missed opportunity to reshore production to the United States . And the supplier networks for these plants will be built in Mexico, not the U.S.further eroding Americas auto industry.

Offshoring to Mexico is also taking place in aerospace and other sectors, with aerospace exports from Mexico increasing 10% in 2019 . While the USMCA significantly improves domestic labor protections in Mexico compared with the earlier version of NAFTA, its overall provisions are inadequate to stem these offshoring trends.

President Clinton added 18.6 million jobs. He was the top job creator in terms of total numbers, but the third-largest percentage increase with a 15.6% increase. There were 119 million employed at the beginning of his term and 137.6 million people employed by the end of his term in December 2000.

Unlike most presidents, he did this through contractionary fiscal policy. He presided over eight years of steady economic growth. He created a $128 billion budget surplus in his final year as president, making him the more recent president to do so. His Omnibus Budget Reconciliation Act of 1993 raised the top tax rate from 28% to 39.6% for high-income earners. He increased the top corporate tax rate from 34% to 35%.

At the same time, President Clinton cut welfare spending. Recipients had to get jobs after two years. His policies helped reduce the number of people on welfare. Between August 1996 and March 2003, the number of welfare recipients fell by 59%, from 12.2 million to 4.96 million people.

President Trump signed the Tax Cut and Jobs Act into law in December 2017. It cut taxes for most Americans, especially those living in low-tax states.

But higher wage earners living in high-tax states such as California and New York werent able to deduct more than $10,000 of state and local taxes off of their federal tax returns, reducing the value of their tax cut, and, in some cases, increasing their overall tax burden.

Because of the $10,000 SALT deduction cap, the new federal tax law changed the effective tax rates in all 50 states at once, as if 50 separate state legislatures passed a new tax code into existence at the same time. This makes for an interesting economic test, measuring how lower tax states might attract more job-creating capital than their higher tax states counterparts.

In the last year of the Obama Administration and Trumps first year in office through the tax cut in December 2017, the 23 states with higher taxesdefined as the average 2016 SALT deduction being $10,000 or moresaw private sector job growth of 2.7%.
