Trump Spent $15 Billion On Border Wall But Skimped On Vaccines

The Trump administration spent $15 billion on a border wall but decided against spending money to ensure a larger supply of vaccines would be available to protect millions of Americans from Covid-19, the respiratory illness that has killed nearly 300,000 people in the United States. The New York Times reported the Trump administration declined repeated offers from Pfizer to lock in hundreds of millions of additional vaccines for Americans. Pfizer board member and former Food and Drug Administration chief Scott Gottlieb confirmed the story. At the same time, the Trump administration moved forward at breakneck speed to buy land and pay contractors to build a southern border wall that analysts view as unlikely to reduce illegal immigration or save any American lives.

Before Pfizers coronavirus vaccine was proved highly successful in clinical trials last month, the company offered the Trump administration the chance to lock in supplies beyond the 100 million doses the pharmaceutical maker agreed to sell the government as part of a $1.95 billion deal months ago, reported the New York Times. But the administration, according to people familiar with the talks, never made the deal, a choice that now raises questions about whether the United States allowed other countries to take its place in line.


Trumps 2018 Budget Requests $16 Billion For Border Security

President Donald Trump is asking Congress for $44.1 billion for the Department of Homeland Security for fiscal year 2018, including $1.6 billion to secure 74 miles along the U.S.-Mexico border.

The requested $1.6 billion would cover:

32 miles of new border wall construction along the Rio Grande Valley sector

28 miles of new levee wall along the Rio Grande Valley sector and,

14 miles of new border wall to replace existing secondary fence in the San Diego sector.


Fiscal year 2018 runs from Oct. 1, 2017 to Sept. 30, 2018.

Homeland Security officials said on May 23 they are doing a sector-by-sector border analysis and getting feedback from Border Patrol to identify the areas of most need.

DHS Secretary John Kelly told Congress on April 5 that it’s “unlikely that we will build a wall or physical barrier from sea to shining sea,” but that he’s committed to putting it up in areas recommended by agents on the ground.

In some parts of the nearly 2,000-mile U.S.-Mexico border, building a concrete wall may be problematic due to rough terrain conditions.

“The president knows that I’m looking at every variation on the theme and I have no doubt when I go back to him and say, ‘You know, boss, wall makes sense here, fencing — high-tech fencing — makes sense over here, technology makes sense over here,’ I have no doubt that he will go tell me to do it,” Kelly told a Senate committee in April.


Impact On Mexicous Relations

The executive order soured relations between the U.S. and Mexico. Mexican PresidentEnrique Peña Nieto addressed Mexican citizens via a recorded message, in which he condemned Trump’s executive order and again said Mexico would not pay for the wall’s construction. Following a Twitter feud between the two leaders in which Trump threatened to cancel a planned meeting with Nieto in Washington, Nieto decided to cancel the meeting himself.

Addressing supporters, Mexican opposition politician Andrés Manuel López Obrador condemned the wall order as an insult to Mexico, and demanded the Mexican government to pursue claims against the American government in the United Nations.

In March 2017, Mexican congressman Braulio Guerra of Querétaro illegally climbed, and partially crossed, an existing 30-foot border fence on American soil dividing San Diego and Tijuana, saying that more walls would be ineffective.

The Roman Catholic Archbishop of Mexico opposed the border wall, and wrote that any Mexican company that participates in construction of the wall or supplies materials for construction would be committing “treason against the homeland”.

Border Patrol in El Paso said they are stopping migrants around 2,400 times a day on average, compared to roughly 1,700 a day in prior months.

As president, Trump vowed to construct an expansive southern border wall — but repeatedly ran into legal, logistic and legislative obstacles. By the end of his term, administration officials said hundreds of miles of barriers were built, though the vast majority of those were upgrades of existing structure. For example, sections of old fencing were replaced by towering steel barriers accompanied by access roads, lighting and surveillance systems.

That work was largely halted and reviewed at the beginning of the Biden administration, which found a variety of environmental threats and safety risks. Some barrier sections started during the Trump-era caused irreparable environmental damage and threatened cultural landmarks, Biden officials said.

Promise: 1000 Miles Of Wall Status: Not Kept

On Tuesday, the president falsely claimed hed promised and delivered 450 miles of border wall.

In fact, that amounts to less than half of his initial promise. And just 47 miles of the 450 miles amounts new structures where none existed before.


In 2015 and 2016, Trump said he expected the border wall would be around 1,000 miles long, with mountains and rivers creating natural barriers, too. More recently, in his 2020 State of the Union address, Trump said that substantially more than 500 miles of border wall would be done by early 2021.

A Customs and Border Protection spokesman told NBC News that the Trump administration has built 453 miles of new border wall system, which includes barriers as well as patrol roads for patrol cars and other surveillance efforts.

The vast majority of it replaces pedestrian and vehicle barriers erected during previous administrations with much taller steel bollard fencing. Trump falsely claimed he was building a completely new border wall throughout much of his administration when in fact he was replacing older fences.

As of January 8, the Trump administration has built just 47 miles of border wall where none existed before. President Barack Obama left office with 654 miles of border fencing in existence, according to a Government Accountability Office report from early 2017 Trump will leave with 701 miles of border fencing, according to CBP. The half-mile section that Trump visited today was completely new, the spokesman said.

Trumps Big Border Wall Is Now A Pile Of Rusting Steel

Worth at least a quarter billion dollars, the steel bollards are a relic of the Trump era.

Tens of thousands of heavy steel slats, once destined to become part of former President Donald Trumps border wall, are slowly rusting in the open air throughout the southwestern borderlands. The bollards18- or 33-foot-long hollow posts, most of them reinforced with concrete and rebarare worth at least a quarter of a billion dollars. The Department of Defense owns most of that steel, but its unclear what willor canbe done with it. For now, it remains in spider-webbed stacks sunning themselves in vast staging areas along the wall.

President Joe Biden persistently campaigned on a clean break from the policies of the Trump administration. Perhaps in no other field did Trumps critics hope for swifter and more complete reversals than in immigration and border policy. Those hopes have been dashed: Despite many promises, the Biden administration has effectively locked in, and in some cases even expanded, draconian anti-immigration measures implemented by Trump. The wall was supposed to be the easy change. But halting a project of this scale is never easy.

Down a little hump in the road from the wall near Guadalupe Canyon stood a fortress of bollards: 30 huge stacks forming a ring, in the center of which were piles of light poles, PVC piping, electrical wires, prefab concrete, tangles of steel mesh, and long snakes of steel rebarall just sitting there.

Suits By Sierra Club And 16 States

Two separate lawsuits were filed in the United States District Court for the Northern District of California shortly after the order was signed. The first, filed on February 18, 2019, was from sixteen U.S. states led by California challenging the declaration. The lawsuit asserted that Trump’s executive order diverting funds appropriated by Congress from the Department of Defense to the other agencies responsible for the wall’s construction violated the Appropriations Clause of Article One of the United States Constitution, limiting this as a Congressional power. On December 11, 2019, Judge Haywood Gilliam Jr. ruled that the executive order allocating the US$6.7 billion in funds violated the Appropriations Clause, stating that the executive order attempted to obtain the funds for the same project but labeled under a Defense project that Trump had been unable to obtain from Congress when it was a civilian project under the Department of Homeland Security.


In June 2020, the Ninth Circuit affirmed Gilliam’s ruling in both the states’ and the Sierra Club’s cases, ruling that the reappropriation of funds was unlawful. Trump petitioned the ruling to the Supreme Court, which had certified the case to hear during the 202021 term, though separately refused to lift the stay on the permanent injunction towards ongoing construction despite the Ninth’s ruling.

The first impediment a migrant heading to the United States may face is known by officials as the primary barrier fencing to stop people on foot and in vehicles. Secondary barriers, located behind the primary, are in place to stop pedestrians.


When Trump was campaigning to become president, the southwest border had 654 miles of primary barriers. Under Trump, that has increased by three miles, to 657.

The Trump administration says it’s built a new “border wall system” steel-bollard fences, all-weather roads, lighting, cameras and other surveillance technology.

White House press secretary Jen Psaki recently distanced the president from the project but did not affirm Bidens campaign trail promise.

There are some components of the wall that had already been allocated, the funding, to continue building by Congress. So we are working within what is allowable, but our focus is not we do not believe the wall is in answer, Psaki told ABC News Chief White House Correspondent Cecilia Vega.

There is some limited construction that has been funded and allocated for, but it is otherwise paused, Psaki said.

Bidens first budget proposal to Congress requested no additional funding for the wall and asked lawmakers to cancel any unspent funds at the end of 2021.

Funding Granted Setbacks And Progress

In March 2019, the Pentagon issued a list of proposed military construction projects which could be postponed, under the president’s emergency declaration, so that their funding could be used for the wall. The Pentagon authorized up to $1 billion to be transferred to the Army Corps of Engineers for the construction of additional barriers. In July, the five conservative justices on the Supreme Court achieved a majority to lift a May 2019 block placed by a lower federal court. Thus, the Supreme Court ruled to allow $2.5 billion of funds originally intended for Department of Defense anti-drug efforts to be reallocated to the wall. The American Civil Liberties Union challenged this ruling on behalf of environmental groups, but on July 31, 2020, the Supreme Court again ruled that the $2.5 billion could continue to be used to fund portions of the wall in Arizona, New Mexico, and California while legal proceedings continue. On August 7, the D.C. Circuit Court of Appeals ruled that House Democrats could proceed in a lawsuit against Trump’s use of these funds.

At the February 2020 Conservative Political Action Conference, Trump reiterated that Mexico would be paying for the wall. “Mexico is paying for it and it’s every bit it’s better than the wall that was projected.”
