The President Signed Funding Legislation In September 2018 That Increased Funding For School Choice By $42 Million

Mr. Trump, who campaigned in 2016 on eliminating or drastically reducing the size of the Department of Education, tried to slash federal funding for public schools and dramatically increase funding for school choice and voucher programs. Congress overrode him. The $42 million is a small amount compared to the $400 million his administration initially proposed to expand charter schools and vouchers for private and religious schools.

President Donald Trumps approach to trade weakened key alliances, destroyed jobs and damaged the U.S. economy. It was as if he had used a sledgehammer for heart surgery. But Trump also changed the debate about nonmarket behavior like state subsidies and that was long overdue.

Advanced economies have experienced massive surges in imports from low-wage countries in the past half-century. This is partly a natural result of nations integrating into the global economy under the relative peace maintained by American military might. Export-led growth helped eradicate poverty. But U.S. manufacturers became an open target, some argue, with cheap rival imports overwhelming aging marquee American industries.

Developing nations like China, India and Indonesia created a latecomers quandary for advanced economies. They entered the global trading system after the United States and its allies drastically lowered tariffs on manufactured goods for all members of the General Agreement on Tariffs and Trade and its successor, the World Trade Organization. This left rich countries with little leverage to entice newer members to let go of the production subsidies they still view as key to their miraculous rise from poverty.


No one has had a good solution. Some allies quietly let the problem slide. Trumps trade war made that impossible.

The costs of such an approach were clear. The Israeli-Palestinian issue wasnt so much ignored as it was undermined by a Trump peace plan comically biased in favor of Israel, leaving it dead on arrival. Meanwhile, Trumps catering to Saudi Arabia allowed its reckless and ruthless crown prince to pursue a disastrous war in Yemen and repression at home with tacit American support. Washington also recognized Moroccan sovereignty over the disputed Western Sahara region in a questionable quid pro quo that helped spur Morocco to begin establishing diplomatic ties with Israel.

The Risks Of Trumps Jacksonian Foreign Policy Decision

However, there are at least two problems raised by Trumps America First grand strategy and todays resurgence of the Jacksonian tradition in US foreign policy.


The first one stems from the fact that Trumps foreign policy strategy represents, as Fareed Zakaria argues, the most radical departure from a bipartisan American foreign policy since 1945 and, as such, constitutes a challenge to the liberal order because it comes with a causal disrespect for the norms and values of liberal democracy itself. Some analysts question further the consequences of Trumps grand strategy by asking whether it will cause the collapse of the liberal world order and the end of the West as we know it.

Indeed, the Trump phenomenon has let the genie out of the bottle and the resurgence of Jacksonianism in US foreign policy now seems unstoppable. Only time will tell if the return of Jacksonian America will end up with the worst case scenario, i.e. the unraveling of US-led liberal international order and the rise of new revisionist great powers. A less dramatic scenario could be built on a more benign and constructive nationalism essentially, internationalism with a nationalist ascent. According to this scenario, the goal of US nationalist foreign policy would not be to abandon the liberal internationalist project, but to improve it by using US leverage to reform international institutions, all while taking seriously identity politics in both foreign and domestic policy.

Trump ordered a four-month government-wide hiring freeze of the civilian work force at the start of his term. He said he did not intend to fill many of the governmental positions that were still vacant, as he considered them unnecessary there were nearly 2,000 vacant government positions.


The administration ended the requirement that nonprofits, including political advocacy groups who collect so-called dark money, disclose the names of large donors to the IRS the Senate voted to overturn the administration’s rule change.
